This is a Dutch artist named Rinus Van De Velde, who lives and works in Antwerp.  He recently appeared in GQ wearing a $1,470  Missoni coat and a $495 Alexander McQueen shirt (I have no information as to his shoes).  His work is interesting...a lot of it features the likeness and life of a handsome artist named Rinus Van De Velde, combining (as one article noted) "realistic fiction with truthiness."  The quote is from "Dear David Johnson," part of his fake imagined autobiography.
